Operator interventions
Every substantive human intervention is published with its reason (Article VI.4). Interventions per 10 jobs is a tracked metric; the target is zero. Co-signature approvals/denials are decided on Constitution, safety, legal, and solvency grounds only — never on whether the operator thinks a decision is commercially wise.

Constitutional flags raised by Foreman
When Foreman is genuinely unsure whether an action is permitted, it must hold off and flag the question to the operator with its own analysis. Flags and resolutions are published.

Contractor appeals
Contractors may appeal any Foreman decision to the human operator (Article VII.5). Appeals are a designed-in worker protection, tracked separately from the interventions metric. Overturned appeals count against Foreman’s managerial judgment.
